Appreciate you writing this one up! 
Right now, Reminders only offer the preset windows (30 minutes, 4 hours, 1 day, 3 days), and they're personal — you can set one on your own or someone else's comment, but it only pings you. So a "remind me on November 12th" or "remind Dave" isn't possible today.
Two workarounds that get you close in the meantime:
For follow-ups further out: assign a Project Task to a User instead of using a Reminder. Tasks stick around until they're checked off, they show up under My Stuff on the home screen, and they don't expire after 3 days.
For reminding someone else: @mention them right in the photo comment or Project Conversation.
